Abstract

The uncontrolled growth of São Paulo has led to drastic changes in its urban profile, resulting from a lack of efficient planning and consistent oversight. Peripheral neighborhoods consolidate informally, causing a series of socio-environmental issues and contributing to the emergence of large idle areas, thereby fragmenting the urban fabric and creating so-called "urban voids" and/or underutilized spaces. The factors driving São Paulo's development, especially in the eastern region, are marked by inequities and vulnerabilities due to its heterogeneous growth. This study selected an urban segment among the districts of Lajeado, Guaianases, and José Bonifácio to analyze the socio-economic and environmental configuration using indicators organized according to the Driving Force-Pressure-State-Exposure-Effect-Action (DPSEEA) Matrix of the World Health Organization. Bibliographic and documental research was conducted using publicly available databases with a qualitative approach, aiming to provoke reflection and study regarding the possibilities for utilizing the aforementioned areas. Based on the collection and organization of the obtained information, it was possible to select and propose determining factors for each axis of the DPSEEA Matrix, as well as to identify actions and potentials for the study area. The implementation of public policies and oversight, based on intersectoral approaches, seeks to involve and hold accountable the public and private sectors, as well as society, in the efficient use of idle or poorly utilized spaces. The DPSEEA Matrix serves as a tool to understand the spatial dynamics of the urban segment and to support the discussion and development of actions that, when integrated, can underpin urban planning in alignment with the Strategic Master Plan (PDE) of São Paulo.

Author Biographies

Cristina de Campos, Universidade São Judas Tadeu

Graduated in Social Sciences from the Universidade Estadual Paulista Júlio de Mesquita Filho (1996), with a master's degree (2001), PhD (2007), and postdoctoral research (2009) from the Faculty of Architecture and Urbanism at the Universidade de São Paulo. She is a Professor in the Graduate Program in Architecture and Urbanism at Universidade São Judas Tadeu and a researcher at the Anima Institute. She is also a Collaborating Professor in the Graduate Program in Scientific and Technological Policy at the Institute of Geosciences at Unicamp. She has experience in the field of Architecture and Urbanism, with an emphasis on the Social Foundations of Architecture and Urbanism, primarily working on the following topics: Theory and History of Urbanization, Social History of Technique and Technology.

Renata Ferraz de Toledo, Universidade São Judas Tadeu

Graduated in Biological Sciences (Teaching Degree) from UNESP, Botucatu-SP campus (1997); Specialist in Environmental Education from the Faculty of Public Health, USP (1999); Master’s (2002) and Doctorate (2006) in Public Health from the Faculty of Public Health, USP. She holds a Postdoctoral degree from the Faculty of Education, USP (2013). She is a faculty member in the Stricto Sensu Graduate Program in Architecture and Urbanism, the Stricto Sensu Graduate Program in Physical Education, and undergraduate courses in Biological Sciences and Health at Universidade São Judas Tadeu. She is a researcher at the Anima SOCIESC Innovation Institute. She is also a supervisor and collaborating professor in the Professional Master’s Program in Environment, Health, and Sustainability at the Faculty of Public Health, USP. She is a member of the Editorial Board of the journal Ambiente & Sociedade. She teaches in the Lato Sensu Graduate Program - Specialization in Public Health with an emphasis on the Family Health Strategy, at São Camilo University Center. She is a researcher in the Thematic Project "Environmental Governance of the São Paulo Macrometropolis in the Face of Climate Variability" (FAPESP Process 2015/03804-9). Her expertise includes Environmental Health, Environmental Education, Health Promotion and Education, and Participatory Methodologies, particularly action-research.
